In 23rd February, 2017, the president of the Superior Electoral Court, Justice Gilmar Mendes, and the representative of the Ministry of Foreign Affairs (MRE), Ambassador Marcos Galvão, signed an agreement that allows the use of the Título Net abroad. The measure simplifies the electoral enlistment of Brazilians living abroad. It was also present the president of the Regional Electoral Court of the Federal District, Romeu Gonzaga Neiva, which is responsible for the Electoral Zone that takes care of voters outside the country.

Currently, there are more than three million Brazilians living abroad, of which only 460,000 are registered to vote. The adoption of the system, in addition to reducing the time for voters to obtain the document, will reduce costs for the Electoral Justice. Formerly, the Brazilian expatriate took about six months to issue his voter title in a time-consuming and expensive procedure that required several trips from the voter to the Brazilian Consulate to register, deliver documents and receive the title. Therefore, using the technology with the form filling directly in the TSE website will shorten this path.

Acknowledging the challenge of ensuring participation in the democratic process of the Brazilian communities distributed throughout countless locations around the world, the joint efforts in the search for computerization of procedures were essential for the success of this endeavor.

According to Ambassador Marcos Galvão, the extension of  TítuloNet "will help maintaining the ties of this huge contingent of expatriates from Brazil, assuring them the full exercise of their citizenship and giving them a voice in the definition of the country's political destinies." The president of TRE-DF, Gonzaga Neiva, said that TítuloNet will avoid unnecessary work of the public agents involved in this process of issuing the document and, for this reason, represents "significant progress."

International Advisory

Brazil has one of the most advanced voting systems in the world. Even before the computerization of the elections, our country already had a cutting-edge manual voting system. The Brazilian electoral experience, especially with the advent of electronic voting, became an international reference. In this context, the International Advisory of the Superior Electoral Court was created in June 2001, through Resolution TSE No. 20.825 / 2001, with the goal of strengthening relations between the Brazilian Superior Electoral Court and the various international electoral entities.


It is incumbent upon the International Advisory:

I - to plan, promote and execute policies to disseminate the Brazilian electoral process to international organizations;

II - to present studies and projects of international technical cooperation;

III - coordinate visits of foreign missions to the Superior Electoral Court and, when requested, to the regional electoral courts;

IV - advise magistrates and the Electoral Justice team when in missions to observe and to monitor elections in foreign countries;

V - to advise the Secretariat of the Tribunal and the regional electoral courts in the intermediation of international affairs;

VI - organize and monitor visits of foreign authorities;

VII - organize the agenda of international commitments of the President of TSE;

VIII - organize the historical documentation of its scope of action to integrate the Project for the Memorial of Electoral Justice.
